While this year's T25 eligibility list is longer, there's always some people who age out, are traded, or otherwise have their rights expire. This year there are 10 players gone off the list.
Alex Steeves
Steeves aged out, became a group 6 UFA and also signed with another team, leaving the list three different ways. Steeves was always just about almost and any day now going to make the jump to the NHL, but he never did. He was ranked 13th last year.
Semyon Kizimov
Kizimov was one of a handful of Russians drafted in the early days of the new Leafs in the Shanahan era. He aged out as Russians have indefinite rights. He is a KHL/VHL player along with all the others who were drafted around that time.
Mikko Kokkonen
Kokkonen is a year away from ageing out, but he was not issued a Qualifying Offer and became a UFA. No word on where he is playing this season. (It's not impossible the answer is the Marlies.)
Michael Koster, John Fusco, Veeti Miettinen, Wyatt Schingoethe
All drafted as NCAA players, they all had their rights expire (or they are about too this August). Miettinen went back to Finland to play and is listed as under indefinite rights in one source. But he finished his NCAA career and is never coming back, so I picked the source that doesn't list him as a Leafs prospect to go with.
Nikita Grebenkin and Fraser Minten
Lost to the heartbreaking trades, they're not ours anymore
Ty Voit
He agreed to terminate his ELC, severing the Leafs rights. At this time, there's no word on his hockey future.
There are also some players who are almost but not quite – those who the Leafs maintain rights to as unsigned RFAs who have moved to teams in Europe. You aren't going to see them come back, but until their rights expire, they will hang around the list. So far that is Semyon Der-Arguchintsev, Topi Niemelä and Roni Hirvonen. More may yet be added to that list as William Villeneuve seems headed that way too.
