The commenting system we use at PPP has always had a block feature, it's functionality has changed. From the developers:
We’ve added an update that changes how user-to-user blocking works:
Previously, blocking was mutual. Ifuser1blockeduser2, neither could see each other’s comments. Now, it’s one-way. Ifuser1blocksuser2,user2’s comments will be hidden touser1. But,user2won’t notice anything.
Users will now see a descriptive message, instead of the earlier generic one. They can also easily unblock the user.
The 500 blocks per website per user limit no longer applies. Users can now block an unlimited amount of users.
